As we prepare for a successful 2025-2026 school year, we want to make you aware of a new state law, House Bill 1481, which was recently passed by the Texas Legislature prohibiting students from using their personal telecommunication devices (PCDs) during the school day. The “school day” is defined as when a student enters the school building and ends when the dismissal bell rings. The ban includes but is not limited to classrooms, locker rooms, cafeterias, hallways, passing periods, and restrooms.
We understand safety concerns and will continue to allow students to bring personal communication devices to school. However, they must be turned off or in silent mode and out of sight during the school day.
Steps students will need to take:
- Students must keep any personal communication devices stored in approved locations, including but not limited to purses, backpacks, pockets, lockers and provided storage.
- Personal communication devices must remain turned off or silent mode and out of sight, during the entire school day, from when students enter the building until the dismissal bell.
In addition to cell phones, other personal communication devices include any other device capable of digital or telecommunication, such as but not limited to:
- Smart watches
- Bluetooth earbuds and headphones
- Tablets
- Gaming Devices
- Personal laptops
Disciplinary Consequences: In addition, the law requires disciplinary measures for students who violate the policy. If a student uses a personal communication device in violation of this policy, an authorized District employee shall confiscate a student’s personal communication device and deliver it to the principal’s office. The principal will determine whether to return the item to the student at the end of the day or contact the parents to pick up the device.
Any student in violation of this policy is also subject to the following, but not limited to:
- Parent Notification
- Progressive discipline action such as Detention or ISC may be assigned
Please note, the district is not responsible for any damaged, lost or stolen personal communication devices.
How Parents Can Support their Child:
- To help your child stay focused and make the most of their learning time, we kindly ask that you avoid calling or texting their personal communication device during the school day. If you need to reach them, our front office is always ready to assist.
- Speak to your child about this policy. Early conversations will help students better understand the purpose behind the law and adjust to the new expectations when the school year begins.
- Promote the importance of students reducing distractions and focusing on instruction.
Pasadena ISD remains committed to fostering a safe and focused learning environment for all students. We appreciate your support as we work together to successfully implement this change, mandated by the State of Texas.
